This is the first part of our series on simplified interior renovations. We’ll explore what constitutes a ‘simplified renovation,’ whether its application process is quicker, and if it’s the right choice for your project.
A simplified interior renovation refers to a streamlined application process designed for minor, low-risk renovation projects. According to Article 17-1 of the “Regulations on the Management of Building Interior Renovation,” specific renovation projects that meet certain criteria can utilize this simplified procedure, significantly reducing review times.
Core Concept: Simplified renovation is a fast-track review channel for minor upgrades that do not affect structural integrity or fire safety and evacuation facilities. ⚡ Expedited Review: Shortens waiting periods. 📄 Simplified Documentation: Reduces the amount of paperwork. 💰 Lower Costs: Saves on application fees. 🏠 Small-Scale Projects: Suitable for light renovations.
7-14 Days
Expedited review process
Fewer documentation requirements
Clear review focus
20-45 Days
Standard review procedure
Comprehensive documentation required
Thorough review
⏱ Time Advantage: The review time for a simplified renovation is only about one-third to one-half of a standard renovation, significantly cutting down the waiting period and allowing projects to commence sooner.
Not all renovation projects qualify for the simplified procedure. Projects must meet the following conditions:
Does not involve the demolition or alteration of structural elements such as load-bearing walls, columns, beams, or floor slabs.
Does not alter fire-rated walls, fire doors, or other fire safety and evacuation facilities.
Does not involve the addition of new bathrooms, toilets, or kitchens, or other areas requiring plumbing.
Does not involve adding or changing partition walls in a way that increases the number of rooms.
Does not reduce the width of escape routes or alter their direction.
The renovation area is within a certain limit (regulations vary by city/county).
⚠️ Important Limitations: If a project involves structural safety, fire safety, or significant changes to the spatial layout, a standard interior renovation permit must be obtained; the simplified procedure cannot be used.
The application process for simplified renovation is significantly simplified, focusing on basic safety checks:
Simplified Interior Renovation Application Process 1. Confirm Eligibility: Verify that the project meets the criteria for simplified renovation. ↓ 2. Prepare Basic Application Documents: ├─ Application Form ├─ Simplified Drawings └─ Proof of Ownership/Authorization ↓ 3. Submit Application (Online submission often available) ↓ 4. Expedited Written Review (7-14 days) ↓ 5. Permit Issuance ↓ 6. Construction and Record Filing Eligibility Confirmation: First, ensure your project meets the conditions for simplified renovation. Document Preparation: Prepare simplified application documents; complex technical certifications are not required. Submission: Submit your application online or in person; the process is straightforward. Expedited Review: The review focuses on basic safety aspects, without complex technical assessments. Permit Issuance: A permit is quickly issued upon approval.
Simplified and standard renovations differ significantly in their application conditions and documentation requirements:
Replacing flooring, ceiling tiles, and lighting without altering partitions or escape routes.
Reason for Suitability: Does not involve structural or fire safety changes.
Updating signage, display windows, and interior decor, without adding plumbing fixtures.
Reason for Suitability: Small-scale project that doesn’t impact the main structure.
Updating kitchen or bathroom fixtures without changing their location or plumbing configuration.
Reason for Suitability: Updating existing facilities, not adding new ones.
Demolishing walls to combine rooms or adding new partitions to increase the number of rooms.
Reason for Unsuitability: Involves structural changes and significant adjustments to the spatial layout.
Completely altering the layout, adding new bathrooms, or changing fire compartmentation.
Reason for Unsuitability: Impacts fire safety and involves major changes to space utilization.
Performing structural reinforcement and foundation improvement work on older buildings.
Reason for Unsuitability: Involves structural safety and requires detailed review.
Specific regulations for simplified renovations can differ between cities and counties. It’s essential to confirm local requirements before applying:
Local Variations: Always consult with your local building management authority for the most current regulations to avoid application rejection due to non-compliance with specific local requirements.
Simplified interior renovation is a convenient measure for small-scale, low-risk projects, offering significant reductions in application time and costs. However, it’s crucial to choose the appropriate application path based on your project’s actual needs.
Remember: Safety is always the top priority. If your project involves structural or fire safety concerns, opt for the standard renovation application process, even if it’s more complex, to ensure your project is legal and safe.
